Meeting with SEPA about Shore Road

We have had a meeting with SEPA the purpose of which was to understand SEPA's role in the planning process and specifically to ask questions on the Shore Road Application.
 
SEPA  explained that the proposal is currently going through the Local Authority planning process for which they are a consultee. On 14th May they had just made a formal response to PKC on the REM application and they were able to table this response for discussion. This paper can be viewed on the 09/00348/REM planning portal.
 
SEPA also explained in order to operate the site a PPC (Pollution Prevention and Control) Permit would be required  for which SEPA is responsible. At this time no application has been made to SEPA for a PPC permit.
 
The meeting covered two main fields of discussion, Planning and Envionmental Issues.
On the Planning side, we explained our concerns (1) that the size of the site for the proposed operation fell well below the guidelines identified in Scottish Planning Policy 10 (SPP10) which SEPA felt was a PKC planning matter and (2) the close proximity of the incinerator plant to the residential prison blocks being only 60m away when the recommendation under SPP10 is no less than 250m. Again SEPA felt this was a PKC issue.
On the Environmental issues we expressed concerns on energy efficiency, air quality, noise, odours and waste by-products.
It was agreed that Grundon's Environmental Statement was lacking in a lot of critical information and SEPA gave an assurance that they had to be satisfied that this would require resolving before they could give a recommendation and ultimately a PPC Permit.
The meeting concluded that SEPA would pass onto PKC planning the main concerns the meeting had discussed.
