Concern Over Murray Royal Traffic Issues

We are worried that traffic issues will not be considered at the Development Control Committee of Perth & Kinross Council when it decides on the conditions attached to the outline planning consent for Murray Royal Hospital on Wednesday 20th January. The relevant Development Quality Manager is recommending approval of the application.

We are fully supportive of the development of the hospital.  But ever since the plans were first put forward we have tried to have matters of great importance to the community, especially traffic, taken into account. These include
•    improving the main route into the hospital from Bridgend by improving traffic flow at Bridgend Junction and by widening Lochie Brae and Muirhall Road
•    introducing measures to ban parking or overtaking on this sub-standard section of road network
•    ensuring the main access in Muirhall Road is positioned and designed to create a safe entrance and exit to the hospital for both vehicles and pedestrians and a safe route for traffic to and from Kinnoull Hill
•    taking into account the amenity of the nearby residential areas and mitigating the effects (including pollution) of the increased traffic
•    implementation of  the NHS Travel Plan
•    repositioning the Muirhall Road pavement to the south side giving a continuous pedestrian route with safe crossings at appropriate points to alleviate the danger to vehicular exits which would be accentuated with increased traffic and to create a safer pedestrian route to school, to the Millennium Park and to Kinnoull Hill.
•    safe exits from the Millennium Park.

A spokesman for the Roads Department has said that there are no problems with the roads or traffic and the Development Quality Manager's Report, while it mentions our concerns, does not deal with them.

We have asked for a meeting to discuss these matters but without success.  Brian Raine, our Chairman said “We are worried that these issues have not been addressed despite our raising them repeatedly.  The safety of local residents, pedestrians and other road users will be put at risk and the success of this development jeopardised.”

For anyone who has lodged a comment requests to speak at the meeting have to be made in writing by 4.30.pm on Friday 15th January to the Head of Democratic Services, 2 High Street Perth PH1 5PH, by fax to 01738 475710 or by email to Committee@pkc.gov.uk.
